Cut floor joist

MY HOUSE WAS JUST BUILT AND WE MOVED IN TWO MONTHS AGO I NOTICED THE FLOOR WAS BUMPY AND TOLD THE CONTRACTOR. HE CAME OUT AND CUT 9 FLOOR JOICES AND SPLINTED THEM TOGETHER WITH BOLTS TO BRING DOWN THE WOOD. WE HAVE A 2 STORY HOUSE WITH A BASEMENT. MY QUESTION IS SHOULD I GET A INSPECTION DONE AND IS THIS ACCEPTABLE AND WILL THE VALUE OF MY HOUSE GO DOWN.

What he did was take out the crown of the floor joist. This is a command practice when crown in noticeable on the finish floor. If done properly the floor would still be just as strong and would not affect value. An inspection would only give you someone else's option. If you have a concern, I would get an engineer that has residential experience to look at it.
